The Democracy Index rates 167 countries and territories on the status of their prevalent governance model.
The Democracy Index 2021, is based on five categories: electoral process and pluralism, functioning of government, political participation, political culture, and civil liberties. Based on these factors, each country is rated on a scale of 0 (authoritarian) to 10 (full democracy).
The 2021 index shows a negative impact of the pandemic on democracy and freedom around the world. The average global score in the 2021 index fell from 5.37 in 2020 to 5.28, the worst global score since the first index in 2006.
According to the index, less than half (45.7%) of the world’s population now live in a democracy of some sort, a decline from 2020 (49.4%). 6.4% now reside in a “full democracy”, which is a decrease from 6.8% in 2020, after two countries (Chile and Spain) were downgraded to “flawed democracies”. Substantially more than a third of the world’s population (37.1%) live under authoritarian rule, with a large share being in China.
