The Safe Cities Index 2021 ranks 60 cities across 76 indicators covering digital, health, infrastructure, personal and environmental security.

The top positions have always been held by Tokyo, Singapore and Osaka, in that order, but the pandemic has shaken the top this time.

Copenhagen (Denmark) topped the 2021 index with 82.4 points, followed by Toronto with 82.2 points. Amsterdam, Melbourne, Tokyo, Toronto, Singapore and Sydney have all featured in the top 10 in all four editions of the index. Copenhagen was a late addition to the index and was added in 2019.

In an interview with the Economist, the mayor of Copenhagen Lars Weiss cited the low crime rate, great social cohesion and a relatively narrow wealth gap responsible for the top rank.

The two Indian cities, Mumbai and New Delhi, were placed at the 50th and the 48th spots respectively.
