The
Human Capital Index (HCI) measures the human capital that a child born
today can expect to attain by his/her 18th birthday, given the risks of
poor health and poor education prevailing in their respective countries.
The HCI estimates the economic returns of education and health on a child born today as a future worker, relative to a benchmark—the same for all countries—of complete education and full health.
The HCI 2020 index scores 174 economies on two dimensions of human capital: health (child survival, stunting, and adult survival rates) and the quantity and quality of schooling (expected years of school and international test scores).
The HCI 2020 shows that before the pandemic struck, a child could expect to attain an average of 56% of her potential productivity as a future worker. For a low-income economy, a child could expect to be 37% as productive as if he/she had full education and full health and for a child born in a high-income economy, this figure is 70% (average).
India was placed at 116 in the HCI 2020 with a score of 0.49. India was115 th out of 157 countries with a score of 0.44 in the first HCI in 2018.
