The 2021 Digital Quality of Life (DQL) Index is based on the analysis of the quality of internet services provided in 110 countries.

The analysis is based on the following 5 pillars:-

- Internet quality: measures stability, speed, and YoY growth of online connections.
- Internet affordability: measures working hours required to pay for broadband and mobile internet.
- E-infrastructure: measures percentage of internet users per country and network readiness.
- E-security: measures ability to tackle cybercrime and status of data protection laws.
- E-government: measures roll out of online government services and AI readiness.

The European region dominated the 2021 index with six countries in the top 10 and Denmark taking the top position for the second year in a row.

South Korea, a new entrant, took the second spot this year above Finland and Israel. According to cable.co.uk, Israel has the cheapest 1GB of mobile data at $0.05/GB (average).

India is placed at the 59th spot in the overall 2021 DQL, down 2 spots from the 2020 index. The breakup of the ranking (India) - Affordability (47), Internet quality (67), Electronic infrastructure (91), Electronic Security (36) and Electronic government (33)
